On Time Publication is an online academic publication consultancy. Our journal submission help covers three things: a shortlist of 3 journals, each verified in Scopus Sources or the Clarivate Master Journal List depending on the index you need, a submission package prepared to the journal's guidelines, and support through peer review. You stay the author; journals decide acceptance. This service supports researchers who need to choose a suitable Scopus or Web of Science indexed journal and submit a complete, guideline-compliant paper. We build a shortlist matched to your topic, article type, timeline and budget, check each journal against the official Scopus and Clarivate lists, and help with the cover letter and submission portal. Journals make every editorial decision, so we never promise acceptance.

Choosing the wrong journal is a common reason for a fast "desk rejection". This service is for researchers who have a finished manuscript and need to know where to send it. Doctors and residents preparing medical papers can also use our medical manuscript editing.
In Saudi Arabia, the UAE, Qatar, Bahrain, Oman, Kuwait and Jordan, universities and ministries often say which indexes count, for example Scopus, Web of Science (SCIE/SSCI) or a quartile such as Q1 or Q2. Rules differ between institutions and change over time, so always check your own institution's current rules. We plan your shortlist around those rules.
We read your title, abstract and manuscript, then compare them with each candidate journal. We look at:
Publisher tools such as Elsevier Journal Finder are a useful starting point, but we check every suggestion by hand. For Q1 and Q2 goals we give you an honest view of how competitive each journal is, and we usually include a realistic back-up option. If you want to do the groundwork yourself first, read our guide how to choose a journal for your paper.
What you receive:
Hijacked and cloned journals copy the name of a real indexed journal and take fees from authors. Before a journal goes on your shortlist, we check:
You can do the same checks yourself with our step-by-step guide: how to check if a journal is Scopus or Web of Science indexed.
The Web of Science Core Collection includes several editions, including the Science Citation Index Expanded (SCIE), the Social Sciences Citation Index (SSCI), the Arts & Humanities Citation Index (AHCI) and the Emerging Sources Citation Index (ESCI). Our guide SCI vs SCIE vs ESCI vs Scopus explains the labels. Many people still say "SCI journal" when they mean SCIE. Scopus is a separate database run by Elsevier, with its own selection process. A journal can be in Scopus, in Web of Science, in both, or in neither. If your institution asks for "SCI" or "ISI" publications, we help you confirm exactly which list it means.
Once you choose a journal, we help you prepare a complete package: a clear cover letter, the title page, formatting to the author guidelines, and the declarations most journals ask for (ethics approval, conflicts of interest, funding, data availability and author contributions). Our guide how to write a cover letter for journal submission explains what to include in the letter you write. If the journal asks for suggested reviewers, we explain how to choose genuine experts with no conflict of interest.
We offer two options: we guide you step by step through the journal's submission portal, or, with the corresponding author's explicit authorisation, we submit through the portal on the author's behalf. Either way, the corresponding author confirms every declaration. We never submit anything without the corresponding author's explicit consent, and author names, affiliations and contributions must always be accurate.
We explain what each status in the portal means and help you write polite follow-up emails when a decision takes longer than the journal's stated timeline. If you receive reviewer comments, we can edit the point-by-point response you have written and the revised paper (see how to respond to reviewer comments). If the paper is rejected, we review the feedback and update your shortlist.
We do not promise or sell acceptance, and we do not sell authorship positions. We do not create fake reviewer suggestions or manipulate citations, and we do not use journals that fail our checks. Selling authorship breaks the ICMJE authorship criteria, and COPE guidance treats peer review manipulation and citation manipulation as misconduct; these practices can lead to rejection or retraction. On Time Publication is independent: we are not affiliated with Elsevier (Scopus), Clarivate (Web of Science), COPE, the ICMJE or any journal, and we cannot influence indexing or editorial decisions. Our terms say clearly that acceptance is not guaranteed.
We give a custom quote based on word count, field and deadline after a free assessment. Journal APCs are paid by you directly to the publisher and are separate from our fee. Our guide Scopus publication fees and APCs explains how journal fees work. If your paper still needs language work, start with manuscript editing & proofreading. See pricing, our process and all services.
Search the journal's name and ISSN in the free Scopus source title list or the Sources page from Elsevier. Check that the title is active (not discontinued) and that the ISSN and publisher match the journal's website.
Search the journal in Clarivate's free Master Journal List. It shows which Web of Science Core Collection edition the journal is in, such as SCIE, SSCI, AHCI or ESCI.
No. Acceptance is decided by each journal's editors and peer reviewers, so it is not guaranteed. We help you choose suitable journals and submit a complete, well-prepared paper.
A hijacked or cloned journal is a fake website that copies the name and ISSN of a real indexed journal to collect fees from authors. We check every shortlisted journal against the official lists and the Retraction Watch Hijacked Journal Checker.
We can shortlist journals whose published review timelines fit your deadline. The review speed is always set by the journal, not by us.
If a journal charges an APC, you pay it directly to the journal or publisher, usually after acceptance. It is separate from our service fee.

The Emerging Sources Citation Index (ESCI) is one of the editions of the Web of Science Core Collection, alongside SCIE, SSCI and AHCI. Whether an ESCI journal counts for you depends on your institution's written rules, so check them first. Our guide SCI vs SCIE vs ESCI vs Scopus explains the labels.
It depends on the scope of the work and your deadline. After a free assessment, we reply with suitable next steps and a written quote.
We link to official guidance so you can check the rules yourself. Always follow your target journal's or university's current instructions.
