In short: On Time Publication offers online research publication services for faculty members, PhD students and doctors in Dubai, Abu Dhabi, Sharjah and across the UAE. We edit your own manuscript, check that target journals are genuinely indexed in Scopus or Web of Science, shortlist journals that match your institution's written rules, and support submission and reviewer responses. You stay the author, and journals decide acceptance. We have no office in the UAE.

We are an online consultancy. We have no office or representative in the UAE, and we are not affiliated with any UAE university, ministry, regulator or hospital. Everything is handled by email and WhatsApp, and you can message us in Arabic or English.
Some providers advertise "Scopus publication in Dubai" as if a paper could be placed in an index for a fee. That is not how indexing works. Scopus and Web of Science index journals, and each journal decides what it publishes through peer review. What we do is help a sound manuscript reach suitable, genuinely indexed journals in good shape:
Grammar, clarity, flow and academic tone, keeping your meaning, by an editor matched to your field. See manuscript editing & proofreading.
Every shortlisted journal is checked in the official Scopus Sources list and Clarivate's Master Journal List on the date we check.
Journals matched to your topic, method, index rule and timeline, then formatting, cover letter and portal help, by guided or authorised submission. See journal submission support.
Editing of the point-by-point response you write to reviewers, and a check that every change is made in the manuscript.
Several official bodies shape the system UAE researchers work in. Knowing which one does what helps you find the rule that actually applies to you.
These roles are summarised on the UAE Government's official page on higher education regulatory bodies. They regulate institutions and programmes, but the publication rules that affect your promotion, contract or degree, such as whether a journal must be in Scopus, a Web of Science collection such as SCIE or SSCI, or a given quartile, are usually set by your own university, college or hospital. We do not assume or invent those rules. Send us your current written requirement, usually available from your research office, faculty or HR, and we will shortlist only journals that meet it on the date we check.
Clinical papers need a clear ethics statement, and in the UAE the approving committee depends on where the research took place.
Your hospital's research office can confirm which committee covers your study. We do not apply for or obtain ethics approval. We check that your manuscript reports approvals and consent the way journals expect, and that it follows the relevant reporting guideline: CARE for case reports, CONSORT for trials, STROBE for observational studies and PRISMA for systematic reviews. See medical manuscript editing, and our guides on ethics approval and consent statements, publishing a case report, systematic reviews and clinical trials.
This is not medical advice. We do not change your data or findings, and the authors keep full responsibility for clinical content, ethics approvals and consent.
A thesis chapter is usually longer and broader than a journal article. You choose which findings to report and you do the restructuring. We provide editing support: comments on your draft, and editing for language, consistency, formatting and the target journal's style. You remain the author. See thesis and dissertation editing and our guide on turning a thesis into a journal article.
A hijacked journal copies the name and ISSN of a real indexed journal on a fake website. Authors pay a fee, receive an "acceptance", and later find the article is not in Scopus or Web of Science. Be wary of unsolicited emails, offers of assured acceptance or "Scopus in a few days", fixed publication dates before peer review, and requests to pay a personal account. Our guides on predatory journals and how to check Scopus and Web of Science indexing explain each check, and you can also use the Retraction Watch Hijacked Journal Checker and the Think. Check. Submit. checklist.
Use the form below or WhatsApp. A title and abstract are enough to start; a full manuscript lets us assess it properly.
We confirm the scope and give a custom quote based on word count, field and deadline, with turnaround agreed in the quote. Journal APCs are separate.
Editing, verification and a journal shortlist, then submission and reviewer-response support as needed.

You remain the author. We do not sell authorship, add names to author lists, or manipulate peer review or citations. Following ICMJE guidance, editing help does not qualify for authorship and may be acknowledged (we are credited as the On Time Publication Editorial Team, never as an individual). Acceptance is decided by each journal, so we never promise it. We plan around your deadline with realistic timelines and can shortlist journals whose published review timelines fit it.
Independence: On Time Publication is not affiliated with Elsevier/Scopus, Clarivate/Web of Science, COPE, the ICMJE, any journal, or any UAE government body, university or hospital. We link to their public guidance so you can check it yourself.
If you are based in Saudi Arabia, Qatar, Bahrain, Oman or Kuwait, see our page on research publication support in Saudi Arabia and the GCC. For faculty and PhD researchers in Jordan, see publication support in Jordan.
Yes, online. We edit your manuscript, verify and shortlist Scopus and Web of Science journals that match your institution's written rules, and support submission and reviewer responses for researchers in Dubai, Abu Dhabi, Sharjah and the other emirates.
No. On Time Publication is an online service with no office or representative in the UAE, and we are not affiliated with any UAE university, ministry, regulator or hospital. All work happens by email and WhatsApp.
Each journal's editors and peer reviewers decide. We improve your manuscript, check that journals are genuinely indexed and match them to your topic and timeline, but acceptance is always the journal's decision.
It depends on your institution's current written rules. A rule may name Scopus, a Web of Science collection such as SCIE or SSCI, or a quartile. Ask your research office, faculty or HR for the current policy and share it with us before we shortlist journals.
In Dubai, the Dubai Health Authority's Dubai Scientific Research Ethics Committee (DSREC) is the central ethics committee for the emirate. In Abu Dhabi, the Department of Health authorises facilities and their research ethics committees, and reviews critical studies, such as clinical trials, centrally. Your hospital's research office can confirm which applies to your study. We do not obtain approvals for you.
We give a custom quote based on word count, field and deadline after a free assessment. Any journal article processing charge is separate and paid by you directly to the journal.

Yes. You can message us in Arabic or English, by email or WhatsApp.
No. You remain the author of your research. We edit, format and help you prepare and submit your own manuscript, in line with ICMJE authorship guidance.
We link to official sources so you can check the rules yourself. Always follow your target journal's and institution's current instructions.
